		Casting this spell results in a sudden, random change in weather. You must be on the world's surface for it to work.

Additionally you need 10000 Experience Points and the Labwork Skill at Level 20 to produce this item in the Magic Lab.
Can only be used on the Surface of the world.
Can not be used when some weather effect is going on.
