This Quest changes every year!
Basically, the Upset Snowman has lost something and wants it back.
Hints towards what item the snowman wants are given in the description of the NPC.
In 2010, he had lost his nose and wanted a Laraf Pipe as a replacement.
If you gave him one, as a thank you he would teleport the player to Kelgari.
This is the only way of getting there other than using Chasing Spells.
