Effect:

At every occurrance of this weathereffect everyone on the surface is froozen in location for 15 seconds and can't move during this time.

Initial Message:

A icy wind comes from the north and the temperature falls drastically. It looks like an blizzard is imminent.

Message during effect:

A strong blizzard blows over the land. Everyone on the surface freezes to the ground for a short while.

Final Message:

The storm abates and the freezing cold gives way to normal weather again.
