Sphere of influence: Surface of the world

Effect: The spawnrate of all surface npcs is increased

Initial Message: All the clouds are blown away and it looks like we can expect some beautiful weather.

Message during effect: Absolutely wonderful weather enchants all the NPCs and lets many new NPCs respawn throughout the world.

Final Message: The weather returns to normal and one or two clouds can be seen.
