Sphere of influence: Surface of the world

Effect: A random player is teleported to a random location on the surface. Exampleuser gets carried away by a horde of wildly screaming and laughing witches on their broomsticks.

Initial Message: You hear wild and scary laughter in the distance.

Message during effect: Various dark shadows rush across the sky and, guffawing shrilly, dive down at Exampleuser
